QED Awarded NSF Task Order to Support the Office of Polar Programs

QED Awarded Program Management and Technical Assistance OASIS Task Order, for the National Science Foundation’s Arctic Sciences Section


Woodbridge, VA: Awarded 02/16/2023, and starting on 03/01/2023, QED Enterprises, Inc., a Service-Disabled Veteran Owned small business (SDVOSB) and SBA 8(a) contractor was awarded a Task Order to provide Program Management and Technical Assistance for the National Science Foundation’s (NSF) Office of Polar Programs (OPP) Arctic Sciences Section (ARC). QED was awarded the base plus four option year Task Order, with a total contract value of $8.8M, under their GSA One Acquisition Solution for Integrated Services (OASIS) contract. QED holds two prime OASIS contracts in both the Small Business and 8(a) under sub pool 1. They are also a prime on GSA’s STARS III Best-In-Class contract vehicle.

For more than 60 years, the National Science Foundation has supported scientific research in the Arctic. Research spans the Arctic region, including Alaska, Canada, Greenland, Russia, Fennoscandia, the Arctic Ocean and adjacent seas, the lower and upper atmosphere, and near space.


QED CEO Mark Witte said, “QED, and our subcontractor Ingram and Associates, have provided project management and technical support to the National Science Foundation, Office of Polar Programs (OPP), Arctic Sciences Section (ARC) since 2017. We are so pleased to continue this partnership with NSF and provide program management and technical assistance for the essential scientific research conducted in the Arctic.”



QED and our longtime partner Ingram and Associates, will continue to provide project management and technical support to assist the ARC Program Managers with tasks that include, but are not limited to: development and operation of management systems; developing and maintaining project controls for estimating, tracking and forecasting costs; performing engineering peer reviews; commissioning services; development of technical requirements including concept documents and performance specifications; performing technical reviews and analyses of proposed services and supplies; tracking performance and deliverables by NSF’s Arctic Research Support and Logistics Services Program (RSL) contractors; tracking contract modifications and funding for the RSL contract; asset management; and multi-agency, multi-national coordination for long range research planning.


QED interfaces with collaborative groups from other U.S. Government agencies and contractors, or representatives from international entities. These collaborative groups facilitate frequent interaction between government, academic and private institutions to advance and encourage cooperation across a diverse range of policy areas, including environment, science, technology, health, trade, tourism, education and culture. These initiatives often have cost and schedule impacts on RSL. QED supports these initiatives by sharing their expertise with the group, assists with assessment of options and recommend courses of action to RSL.
